NOTE: Cosmetic Products Are Exempt From Safety Data Sheets
The European chemicals legislation - REACH Regulation No. 1907/2006 (Registration, Evaluation, Authorisation and Restriction of Chemicals) covers the requirements for safety data sheets. A safety data sheet is only required when a substance or mixture is classified as hazardous under the CLP Regulation No.1272/2008 (Classification, Labelling and Packaging of Substances and Mixtures).
Finished cosmetic products are exempt from the need to provide safety data sheets under Title IV (Articles 31 to 36) of REACH. Most of the information in a safety data sheet is not relevant for cosmetics.
In the UK the Health & Safety Executive (HSE) is responsible for enforcing REACH, including the provision of safety data sheets. The HSE website includes an Information Sheet on REACH and Safety Data Sheets, in which it clearly states that safety data sheets are not required for cosmetic products; http://www.hse.gov.uk/reach/resources/reachsds.pdf.
The CTPA, the Cosmetic Toiletry and Perfumery Association, which is the UK trade association advising on the regulations, also has on its website a position paper on safety data sheets and the fact that they are not required for cosmetics; see www.ctpa.org.uk (search 'safety data sheets').
The EU Cosmetic Regulation 1223/2009 requires all cosmetics to have a safety assessment carried out before they can be placed on the market. Cosmetics are formulated so that they are safe to use and consumers are not at risk. If there are any precautions to take these are clearly labelled on the product e.g. Avoid contact with eyes. In the event of contact with eyes, rinse immediately with plenty of water.
